Terms of Reference
Further to my (6) in this series, dated 11 October, 1989, I am writing to respond to the comments on the Terms of Reference of the Standing Committee and their application to ICAC set out in your above referenced letter.

Standing Committee to assume for advising on the pay and conditions of departmental grades in the ICAC, the Administration made it clear that the ICAC is a disciplined body. This view, we understand, was endorsed by the Executive Council. The Standing Committee took this into account when agreeing to the Administration's request. We are satisfied that the ICAC is a disciplined service.

Should you still have doubts on the ICAC's status as a disciplined service, may I suggest that you seek
