The USIS library and the 128 advising center would merge to form a

USIS and ITE would continue to underwrite the salaries of the library and advising center staff. They would also provide for operating expanses and for the fuzther acquisition of new materials.

The host institution would hava to provide controlled access by the public to the collection. The Centre would require about 5,000 sq feat for the collection and offices, and a flat to house the director. The director would be appointed by the board and would carry some form of affiliation with the host institution,

We envision the Centre as a focal point for American studies in Hong Kong. Its collections and databases would provide substantial resources for academic courses and programs on the United States. The library would also lend support to the development of American studies collections and programs in universities in the PRC. Centre could seek external funds to hold conferences of regional Thenificance. As the representatives of the Smithsonian Institution

HK, the Centre would promote collaborative research between scholars in the natural sciences and technology development.

The Fulbright program in HK might also be placed in this Centre, and be jointly administered with USIS. We hope that the Fulbright program can develop a two-way exchange by supporting Hong Kong scholars on research visits to the U.S.

The Centre would be guided in general terms by a governing board. The host institution would be represented in proportion to its contribution. USIS, IIE, and CAÓRC would be represented, as would Local Hong Kong and American advocates of US-HX educational exchange. We hope that after the Centre is established, we will be able to raise funds to support our activities from among the American and Chinese business communities in Hong Kong.

There are many precedents around the world for USIS libraries becoming part of bilateral, non-governmental organizations. One of the best examples is the American Center in Bangkok, a center that is owned by the American Universities Alumni Association. In this case USIS still provides for salaries and operating expenses, but overall policy and management decisions are made by a bilateral board of directors. We feel certain that an appropriate operating model can worked out for Hong Kong.
