IIE has had an office in Hong Kong since '1967. Its primazy function is to advise Hong Kong students and parents about opportunities for study in American universities. IIE has a staff of five and occupies about 2,000 sq. feet in the HK Arts Centre. IIS has over 2,500 university catalogs, a video collection, as well as computer databases linked to the Collage Board and Education Testing Service in the U.S. IIE conducts outreach programs in the HK schools, and conducts research in higher education developments in East Asia. IIE is a private, non-profit institute based in New York, with five regional offices in the U.S., 800 institutional members in the U.S.. and is linked to a network of 150 education information offices worldwide.

III. Other Exchange Organizations

The new Centre for HK-U.S. Exchange would consist initially of the combined resources of the USIS 1ibrary and the IIE office. Optimally, the Centre would also have the capability of inviting similar organizations to co-locate on its premises and thus expand the synergy for progzam development. For example, the Council for International Educational Exchange (CIE) and the American Field Service (AFS International), now housed in the HK Arts Centre, may be interested in contracting with the Centre for space and for use of its central services.

In addition, several organizations in the U.S. that do not now have offices in Hong Kong may also wish to participate, either by dispatching a representative or by contracting for services with the Centre on an annual basis. The governing board would decide which organizations may be eligible to participate in the Centre.

Finally, the Council of American Overseas Research Centers (CAORC), which is located in the Smithsonian Institution in Washington, D.C., would administer on behalf of the Centre a consortium of American universities and research institutes within the U.3. that have a direct interest in research, faculty and student exchange, as well as other collaborative activity with Hong Kong textiary institutions. Of course the development of this broader range of activities would occur somewhat down the line. after we have firmly established our core of library and exchange-related programs.
