1. Mr Clements, Mr Griffiths and I all minuted to you coincidentally on 14 March. I have subsequently had the chance to go over the ground with Mr Clements. I think his amended para 2, to your draft submission is better than mine. (The reference to the Education Trust Fund should however be deleted.)

I also agree with many of Mr Clements' suggestions for an amended final section but not all. First of all references to the Education Trust Fund have again to be deleted and the cost of it subtracted from the totals that Mr Clements gives. The second sentence of his last para would read as on the amended photocopy attached.

But Mr Clements and I think that it is important that the bid for Hong Kong should not be out of proportion to the bid for E Europe (not indeed overbalance the Council's part of the overall FCO bid). For these reasons we would both be happier if you were to propose a range of set-up costs for endowing a research institute including the cheapest and if you were to come down in favour of something less expensive than has so far been proposed.

I attach a fax from the British Council Representative in Hong Kong giving revived costings for the immersion English Language Training for Teachers proposal. At £900,000 this is somewhat more than in your draft submission. My inclination is to bid for this higher figure: if we do not get it the Council will either have to scale the project down or divert other resources to meet the gap.
