In her submission of 2 April, Miss Marsden
recommended that, subject to receiving the necessary funds for the British Council in this year's PES, approval should be given to endowing a Research Centre in Hong Kong, and to setting up an English language training scheme there.
2.
It is not evident from the submission what action is to follow Ministerial approval. But if anything is to be said to the British Council, I hope the PES point will be stressed: last year the Council were inclined to count their PES chickens before they were hatched, which could have complicated our negotiations with the Treasury and led to embarrassment had the funds in the end not been forthcoming.
