to reconstitute the Revised Structure of Tertiary Education Sub-Committee, which had been

established in April 1989 to advise on the implementation of

in ECR 3, as the Sub-Committee on Revision and

Expansion (SCORE), in order to undertake the

additional task of formulating the expansion package; and

to establish a Lingnan College Sub-Committee (LCSC), to advise on the possible upgrading of LC and to submit recommendations to SCORE, should it be considered that the College might have a role to play in the further expansion plan.

The membership and terms of reference for SCORE and the LCSC are set out in Annexes E and F respectively.

RELEVANT CONSIDERATIONS

In considering and formulating the recommendations in this paper,

the UPGC has had regard to the following guiding principles and planning parameters (which are addressed in more

in more detail in the ensuing paragraphs, as indicated) :

(a) the Government's guidelines [paragraph 14 (a)];

(b) the recommendations should not run counter to the

Government's decisions on the revised structure of
