the distribution of the additional student numbers

and the academic programmes to be offered should

reflect the distinctive and complementary roles of

the individual institutions [paragraphs 14 (c) and

(a) one objective should be to meet the longer-term academic staffing requirements for the tertiary

sector from within Hong Kong. This would mean a

substantial increase in the provision of research
