to expand the planned capacity of CUHK from
10,000 fte to 12,000 fte;
to increase the level of degree places at HKP and
CPHK from 40% to 75%; and
(d)
to upgrade LC to a 100% degree awarding
institution, with UPGC funding and a student
population of 2,000 fte.
This scenario is set out,
set out, and compared with the original targets, in Annex D. It was accepted that the scenario was
intended to be
be "indicative" only; that the UPGC would be
free to pursue alternative options in achieving the revised
target; and that the financial implications would depend on
the actual distribution of
distribution of student numbers determined by
the UPGC.

The UPGC was briefed on the ExCo decision
by the
Secretary for Education and Manpower (SEM) in September 1989, prior to the public announcement by the Governor in his Opening Address to the
to the Legislative Council on
11 October 1989. The Committee was invited to advise on

places in 1994-95 and to submit its recommendations to the Government in mid-1990, in order to permit consideration in conjunction with the Government's Resource Allocation
Exercise for 1990-95.
