We, members of the Chinese community living or carrying on business in Westminster area, would like, as your constituents, bring to your attention to the concerns about the proposed new planning legislation to be passed and implemented in the New Territories of Hong Kong which, we consider, is manifestly unjust.

We are all the land owners in New Territories who will be directly affected by the Bill should it become law. The proposed Bill has the detrimental effect upon our democratic right of freedom to put our lands to the use to which we see most fit.

Representatives of Hong Kong and representatives of the Heung Yee Kuk of Hong Kong have jointly decided to present a petition to Her Majesty's Government in the United Kingdom that the legislation proposed in Hong Kong will affect some 300,000 New Territories people. We, therefore ask Her Majesty's Government in Westminster to intervene to ensure that the democratic processes of consultation shall be undergone in formulating the changes of the law, in order that the resultant bill will be the most suitable one for Hong Kong.
