Dear Douglas

A group of Chinese came to see me at the House last week bearing the enclosed letter. There were over a dozen of them but under cross examination, though they all had a constituency connection, only five turned out to live in the constituency and none of the others had businesses in the constituency that did actually own property in Hong Kong.

However, Mr Tim Tang of 3 Gerrard Street Wl not only lives in the constituency but is on the Electoral Register, and therefore on his behalf I send both the enclosed letter and the back-up

file which they gave me.

I promised them I would be in touch with the Foreign Office about the matter.
