Further to my letter of 23 May, I enclose details of eight groups of Vietnamese totalling 152 persons who have recently arrived in Hong Kong, having earlier crossed the Sino-Vietnamese land border.

As you can see, one of the groups was intercepted as illegal immigrants by Chinese officials who attempted to return them to Vietnam. Clearly in this case transporting VBPS to Dong Xing and releasing them was insufficient to stop them moving on to Hong Kong.

I should be grateful if you could pass this information urgently to the relevant Chinese authorities.
