Thank you for your letter of 17 April about the Commonwealth Press Union's invitation to the Governor to inaugurate its conference in Hong Kong commencing on 15 October.

The present position is that it is now likely that the Governor will be travelling overseas over that period of October. If for any reason he is not away from Hong Kong, however, he would very much like to inaugurate the conference. Would it therefore be possible for you to leave his name provisionally in your planning until closer to the time of the event? event that the Governor does go ahead with his overseas visit in October, he would then propose that Sir David Ford, his Deputy, would inaugurate the conference on his behalf.
