Referrals of Appointments, Promotions etc. to the Secretary of State

(I) Purpose

This paper

examines the proposal

by the

Hong Kong Department of FCO to reduce

to the

absolute

minimum referrals of appointments, promotions etc. to

the Secretary of State.

(II) Background
