Referrals of Appointments, Promotions etc. to the Secretary of State
(I) Purpose
This paper
examines the proposal
by the
Hong Kong Department of FCO to reduce
to the
absolute
minimum referrals of appointments, promotions etc. to
the Secretary of State.
(II) Background

A list of appointment
on which referrals
and promotion matters
are made to the Secretary of State
is set out in Appendix A.

The main basis for such referrals is provided
in Colonial Regulations 19 which states that
"The selection of a candidate
for any
