I refer to your
letter of 31 October 1989
addressed to Miss Cherry Ling of General Duties Branch.
We have just completed an internal review on "Referrals of Appointments, Promotions etc. to the Secretary of State". Our recommendations are set out
in paragraph 8 of the attached paper.
In the course of our review, we have considered whether or not referral to the Secretary of State should
be removed for applications for transfer to the permanent fer Est establishment. However, we understand from some old ན་ correspondence (letters from FCO dated 23.7.74 and 22.1.75 Carled be

attached) that, except for the adminsitrative and police decided by cadres, expatriate officers recruited through London Office do not have the qualification for HMOCS membership. AMOES The procedure for Hong Kong Government to submit individual recommendations for transfer to the permanent establishment and for admission to HMOCS devised to surmount the difficulty. we propose that we should leave things as they are for the time being but should be grateful if you would confirm if this position still stands.
