The last detailed review of this subject took
place in August 1985 when FCO made the
points
following
(a) removal of the need to obtain the
Secretary of State's approval would
result in the loss of a method of
qualification for membership of HMOCS
under Section 1(2)(a) of the special
regulations; and
(b) there were likely to be certain posts for
appointment to which FCO would wish to
retain the Secretary of State's power of
approval, either on political (e.g.
Commissioner of Police) or legal (e.g.
Director of Audit) grounds; it might be
that the simplest course would be for the
Secretary of State to retain his
authority where appointments as Heads of
Branches, Departments, or equivalent
Government agencies were concerned.

CSB's response was that since the subject was closely
connected with the proposal to executivise the
Service
Public
Commission, it would be pursued when the
revised roles and functions of the
Commission became
clearer.
