Actions for the next 3 months

Mr White referred to the Pakistan/South East Asia visit in September. The team might go on to Malaysia to try to complete the agreement before CHOGM in October. Progress with Singapore was unlikely for the present. The visit would take place in the first two weeks in September and the team would be Mr Hawkins, Mr Vallance and Mr Waterworth. On Singapore Mr White added that the Singaporean Drugs Intellience Coordinator may visit the UK on 18/19 September. ERD would coordinate a programme. Customs and NDIU would want to be involved. Mr Brown said that we were already planning along these lines.

Mr Brown said that letters inviting designation to Caymans and Gibraltar were about to be sent. The letter to Anguilla had gone and we hoped to move soon on Turks and Caicos and Montserrat.

Mr White said that as Sweden, Italy and Nigeria were almost concluded, we should provisionally look at suitable signature dates. He invited suggestions.

Mr White mentioned the UK/US/MLAT talks due for late October in Washington. Mr Vallance said that the Home Office were busy working on draft MLA legislation.

Mr White referred to the G7 Summit. We had secured a reference in the communiqué to the need for further agreements to trace, freeze and confiscate the assets of drug traffickers. The Prime Minister had highlighted drugs issues during and after the Summit. It was important to conclude as many agreements as possible before the UK's cocaine conference in October 1990, although we could only conclude agreements with those countries with legislation in place. Mr Fall said it was possible that the conference may be brought forward. Mr White suggested that we aim to conclude agreements with 18 countries by the time of the conference (October). This target was consistent with the workplan. He explained that ERD had set tentative quarterly targets for each country, and these would be in the revised workplan issuing after this meeting. invited comments on the targets in due course.
