Mr White then referred to Mexico. We had now put to the Mexicans the idea of a broad brush MOU coupled with a confiscation agreement. We await their response.

Mr Fall said that he saw political advantage in an agreement with Mexico. Mr Cooney said that Mexico was not a priority country from a Customs point of view. Mr White noted that it was important that we should only sign the MOU once the confiscation agreement was at least close to completion. Mr Vallance strongly agreed.

Mr White asked if anyone could report on what happened on the drug trafficking item at the meeting of Commonwealth Officials from Law Ministries in June. Mr Vallance undertook to obtain and circulate a copy of the record.

Mr Hawkins then reviewed the position on Jamaica. Good progress was made in talks in June, but the Jamaicans had to pass their legislation before we could conclude a text. On Nigeria he reported that our clean, final text had been passed to Lagos and that the Nigerians had indicated that our amendments should be acceptable. await formal confirmation of this.

On Pakistan Mr Hawkins said that their draft legislation had been looked at but was very limited. He added that a visit to Pakistan in September had been arranged to advise on it. Mr Vallance said that the subject had not arisen during Mr Hurd's meeting with Miss Bhutto. Mr Cooney said that he had been able to discuss this with the Minister of the Interior who had reacted negatively to the idea of DTOA type legislation. added that Pakistan was a Customs priority.

Mr Brown reported that Monaco had responded encouragingly to our informal approach. We now await a

formal reaction.

Mr Cooney asked if we had made any approach to Morocco following the signature with Spain, and asked if the situation in Panama was likely to become more favourable. Mr Hawkins doubted whether progress on Panama was likely and agreed to review the position on Morocco.
