officials in Vienna a letter of understanding has
been drafted on the lines required to enable the
Conference to be held in association with the United
Nations. This provides inter alia that invitations
will be issued, either by the British Government or
by the UN Secretary-General, to all UN member
states and certain other states and organisations
as well as selected specialised agencies and
inter-Governmental and non-Governmental
organisations engaged in the anti-drugs effort.

As the Home Office lead on UK drugs policy and
are organising the Conference, it is proposed that
invitations should be issued by the Home Secretary.
But Ministerial representation from other
Governments will vary according to which Ministry
