The proposed transfer of the RHKAAF to the General Disciplined Services (Officer) pay scale at the rates shown in the Annex requires additional recurrent expenditure of approximately $2 million per year at 1989 prices.

There is unlikely to be strong public reaction. The decision to establish a civilian disciplined service to undertake all Government flying tasks is likely to be seen as a positive step
