For these reasons, we propose that the RHKAAF should become a civilian disciplined service called the Government Flying Service. Work has begun on revising the legislation, and a draft Government Flying Service Bill will be put to the Council at the end of the year.

With the proposed change in the unit's legal status, we also propose that it should join the disciplined services group of departments for the purposes of pay. This would match the RHKAAF's current organisation and functions.
