Mercury will have a particular interest
in global traffic forecasts. Mercury will be entitled to
attend similar EUTELSAT meetings as soon as there is firmly
booked EUTELSAT capacity.

The Government reserves the right to attend all meetings
of the satellite organisations at signatory level where
questions concerning British Government policy are at
issue. In doing so they will look to balance the need
to ensure continuity in the development and expression
of such policy with the need to avoid giving rise to a
damaging degree of political influence over commercial
and operational decisions. Where Government attends
Signatory level meetings BT will accord the Government's
representative appropriate accreditation.
Consultative Arrangements prior to International Meetings
5 DTI will make appropriate arrangements for the discussion
of major issues of international telecommunications policy
with interested parties including PTOs, manufacturing industry
and users.
6 It is envisaged that other consultative arrangements will be
organised on the following basis:-
