Other arrangements will remain unchanged. DTI nevertheless reserves the right to appoint the coordinator of any consultative group. UK Recognised Private Operating Agencies, Scientific and Industrial Organisations and other interested parties will be invited to participate in the consultative sroups as appropriate. The purpose of the consultative
machinery will be to reach a UK consensus on issues under
discussion.

Satellite Organisations
DTI will wish to discuss with representatives prior to important meetings of INTELSAT, INMARSAT and EUTELSAT questions concerning UK policy in those organisations. 3T will continue as signatory in INTELSAT, INMARSAT and EUTELSAT to organise other coordinating arrangements in close conjunction with DTI and will liaise with DTI and other interested parties, including Mercury, Cable and Wireless manufacturing industry and major users, who will be represented at meetings as appropriate. DTI will use its good offices to help to resolve any disputes on operational matters which BT, Mercury and Cable and Wireless are unable to resolve between them. BT will continue its present arrangements for distribution of papers to industry and users. Government and BT will consult about those other documents of INTELSAT, INMARSAT and EUTELSAT which it might te appropriate to distribute to others in order to be aware of their views.
