Le Government will lead the British delegation to the
Commonwealth Telecommunications Conference, supported by
BT alternate plus advisers from BT and Cable and Wireless.
ST will continue to provide the representative for Britain/
BOTAS on the Commonwealth Telecommunications Council supported
by advisers from BT, Cable and Wireless and Government; BT
and Cable and Wireless will continue separately to represent
Britain and BOTAS respectively on organs of Council. The
foregoing arrangements will be reconsidered should Mercury
establish links with other Commonwealth countries and, if
appropriate, decide to participate in the financial
arrangements.

INTELSAT, INMARSAT and EUTELSAT
In the meetings of the Assemblies, the UK delegation will
continue to be led by the Government. As the major
provider of the UK share of the capital investment in
INTELSAT, INMARSAT and EUTELSAT, BT has been appointed
as UK signatory. But in INTELSAT and INMARSAT Cable and
Wireless also contribute in relation to their overseas
concessions. Cable and Wireless accompany BT to meetings
of the INTELSAT Board and meetings of Signatories and
the INMARSAT Council as the result of an arrangement with
BT. BT has given an undertaking that this arrangement will
continue. Any arrangements for Mercury to participate in
INTELSAT or EUTELSAT meetings at signatory level would
De dependent inter alia on its providing part of the
investment share. As the operator of an earth station working
irectly to INTELSAT, Mercury will nevertheless be entitled
o attend operations representatives meetings as a member of
