lead in the Radio Working Group (GT/3) and its subordinate
working groups. The Government will also lead in the
so called "Monaco Group". Government will consider
further arrangements for representation in CEPT groups concerned with tariffs and accounting. Government will
also wish to ensure that the interests of industry and
users are fully reflected in the new mechanisms CEPT
is developing for the harmonization of European standards. Both Government and BT will keep the position in the 'T' Commission under review. If in the light of experience BT's commercial and licence obligations conflict with its role as representative of Government, it may be necessary to review the leadership of the UK delegation. Government is likely to have a particular interest in organisational, constitutional, political and administrative and regulatory questions. The Government will also wish

to ensure that the UK policy in the CEPT is consistent with Government policy in other organisations and with overall UK telecommunications policy. Mercury may wish to attend CEPT
Plenary meetings. In that case Mercury will participate as part of the UK delegation.
Any request by Mercury to join the UK delegation at particular CEPT meetings below the Plenary level will be considered by Government on an ad hoc basis Following discussion with BT and Mercury and consideration or Mercury's position with other CEPT members.
