invite representatives of the RPOAS, SIOs and where
a propriate other interested parties, to attend these
etings where such attendance is not already by right. The Government recognises the outstanding contribution by Etuish Telecom to the work of CCITT. However to ensure overall national coordination the Government will appoint the leader of the UK delegation at the CCITT Plenary, who will normally be a DTI official. No changes at present are envisaged in the working of the CCITT Study Groups except that Government will lead in Study Group III (General Tariff Principles).
The Government nevertheless
reserves the right to vary the arrangements for UK leadership of individual study groups if it believes this to be in the overall UK interest. It will only exercise this right after full consultation with interested parties.
b. CEPT
Although HMG wishes to encourage a more open approach in CEPT to industry, RPOAs and users, CEPT is at present an organisation of telecommunications administrations not open to industry membership. Its papers are confidential to administrations. Arrangements for UK representation in CEPT under the new UK regulatory arrangements will therefore have to be handled sensitively. No person may attend CEPT meetings except as a representative of the national administration. The Government will continue to lead in Plenary. BT, acting
