the arrangements for the distribution of the documents of inter-
governantai telecommunications organisations is attached.

In t. ose organisations where British Telecom is chosen
by Government to be the primary representative of the UK's
interest it will, as the representative of Government, carry out
a line agreed with Government reflecting Britain's overall telecommunications interests including the interests of other carriers, suppliers and users as appropriate. Cable and Wireless
will continue to represent separately, where it has traditionally done so, the interests of areas outside the UK, including some UK dependent territories, in which it operates.
4 The Government, British Telecom and other interested parties will keep the proposed representation arrangements under review in case there proves to be conflict between BT's role as representative of Government and BT's licence and commercial obligations. Whilst
it may be necessary to make some adjustment to representational arrangements in the light of experience the Government envisages in broad outline that these should be on the following lines:

Government will continue to lead at the Plenipotentiary Conference, the Administrative Council, Administrative Radio Conrences, the Plenary Assemblies of the CCIR and in
