To: His Excellency Mr Toshiki Kaifu KBE,

Prime Minister of Japan.

I am pleased to be able to take the opportunity of

Lord Young's meeting with you to convey to you my renewed

appreciation for all your efforts to make my visit to

Japan in September such a success.

As you know I attach great importance to developing close relations between our two countries. I very much

hope that we shall be able to renew our acquaintance when

you visit Europe in January next year. I should welcome

the opportunity to discuss a number of issues on which

there have been important developments since September.

One of these is of course Eastern Europe, where

events are moving with remarkable speed.

This poses a great challenge to the West. I should like, in this

context, to thank you for your letter of 22 November

setting out your Government's very welcome proposals for

assistance to Poland and Hungary. It is important that

we help sustain the movement towards democracy in Eastern

Europe.

In the longer term this will help build peace

and stability in the region and spread democracy world

wide. I hope that Japan will continue to contribute generously to our joint Western efforts to this end.

We also discussed Hong Kong when we last met. I am

very pleased that your Foreign Minister, Mr Nakayama, has

since been able to visit Hong Kong and demonstrate
