The rest of the message deals with bilateral trade and economic issues, again picking up on themes from the Prime Minister's visit to Japan. For the most part, trends in our bilateral trade relations have been
positive. However, there has been a disappointing lack of progress towards agreeing more liberal arrangements in our bilateral air services, an issue which the Prime Minister raised with Mr Kaifu in September. The message underlines the importance we attach to seeing some movement from the Japanese in this area.
As Lord Young has already left for Hong Kong, where he will be until 30 November, I suggest that we telegraph the Prime Minister's message to the Embassy at Tokyo. The Embassy can pass it on to Lord Young before his meeting with Mr Kaifu. The signed original of the
