I greatly value

Japan's support for our efforts to ensure the continued stability and prosperity of Hong Kong.

Economic and trade issues were an important aspect

of our talks in September. I very much appreciate your

commitment to make progress in the areas we discussed. Your keynote address to the recent Trade Ministers meeting in Tokyo was most timely. As you said then, the market principles on which the GATT is founded are the driving force of economic growth. I am sure that we should both continue to work to apply those principles. This will require both our governments to press ahead with the structural reform of our economies in line

with our international commitments. The British Government remains committed to a programme of domestic economic reform so that our industry is able to rise to the challenges of the future. We shall look to Japan to carry through the necessary structural reforms to your economy with equal vigour.

As I explained in September, the British Government continues to give maximum support to our exporters through the Opportunity Japan Campaign.

British exports

to Japan are rising across a broad front.

I am

particularly keen that our exporters of capital goods, including aircraft and aero-engines, should succeed in the Japanese market. Significant orders in this area

would serve as a stimulus for British exporters more

generally.

On our bilateral problems, I was particularly encouraged by what you told me in September about action
