5. On 4 August Dame Jill wrote to the then Secretary of State
making some points about the Basic Law, the stationing of the PLA in
Hong Kong, and the development of representative government in Hong
Kong. The Secretary of State replied on standard lines.
6. The problem lies not with the content of the Secretary of
State's letter, which contains nothing which has not been said in public before, but with the use which the Committee propose to make of it. The letter could well be exploited as ammunition for the
Taiwanese press to use against China. In the current climate the Chinese are likely to react badly and cite this as yet another example of HMG conniving with anti-PRC organisations.
