Problem

1. Dame Jill Knight MP has asked whether she can publish in the

magazine "Hong Kong Monitor" a letter which the Secretary of State

sent her last month.

Recommendation

I recommend that the Secretary of State decline to have the letter published I submit a draft letter informing her of this.

Dame Jill Knight is President of the "Friends of Hong Kong Committee". The Committee has pro Taiwan affiliations and is at least partly funded by the Taiwan authorities. The Committee has

connections with the Free China Centre in London, a front organisation of the Taiwan authorities. The "Hong Kong Monitor" is the Committee's publication, and is funded by the Taiwan

authorities.

4. A delegation from the Committee intended to call on Sir Geoffrey Howe in July. The call was cancelled because of the Cabinet

reshuffle. A further call was arranged for 31 October. That too was cancelled as a result of the latest Cabinet changes.
