I am sorry that the call you had planned to make on John

Major did not materialise, all the more so because I

understand that your proposed meeting with Geoffrey Howe

in July was frustrated under similar circumstances.

You asked about publishing John Major's letter to you of

18 September in the "Hong Kong Monitor" and a couple of

newspapers in Taiwan. After careful reflection I have

concluded that I would rather that it were not. The

letter was not intended for publication. It was for your

eyes and those of close colleagues whom you could trust.

It is not a comprehensive statement of the Government's

policy on Hong Kong, but rather a response to specific

points raised in your letter. It includes details of a

confidential meeting with the Chinese Foreign Minister.

For these reasons I hope that you will understand that it

would be right to keep the letter out of the public

domain.
