When I appeared before the Committee before I talked

about flexibility and generosity of interpretation and

when the Chief Secretary, I think it was, appeared before

the Committee in Hong Kong he talked about certain groups

which we saw as being particularly important, particularly

requiring reassurance so that they would stay in Hong Kong

for the benefit of the whole of Hong Kong. Other people

appearing before the Committee have talked about wider

categories involving people who have managerial and

technical skills.

All of these things are, I think, relevant, but what

I would suggest is that at the moment the need actually

goes beyond that.

MR. TEMPLE-KORRIS:

Let us follow on what you just said there and come

now to the specific categories.

The one that is easily identifiable is obviously

crown servants it is one that everybody latches on to

and I want to put with this question the operation of

section 45 of the 1981 Nationality Act and also your

particular role in it because we understand from the flome

Office in their Memorandum to us that the views of the

Governor are always taken into account in considering

crown service applicants.
