and I do not want to be unkind in the
phraseology of this; the last thing I would want to be is
ever unkind but judging by the Home Office performance
in this at the moment which I think is for actual crown
servants and about eight or nine people that have been
admitted and nearly 500 applications, that if you have
been urging upon Her Majesty's Government the sort of
views that you are putting to us, they have not been
really very effectively received, I am not in any way
blaming you on this but giving you the chance to comment
crown servants in general, section 45 in particular.

SIR DAVID VILSON:
The problem with section 45 as it has been applied
is not the way it is written lato the law but the
interpretation that has been put on it when it has been
stated very clearly by Home Office Ministers that it would
be used in a very restricted way and particular attention
would be paid to people who have a close connection with
the United Kingdom.
I think that is the problem area,
