that you will have continuity.

You referred earlier, in your reply to Mr. Welsh, to

the need to consult the people of Hong Kong as much as

possible rather than just AMELCO. Would you care to

elaborate on proposalɛ to consult the people and

particularly in the light of recent events and the fact

that people's minds may have changed since the last

attempts at a comprehensive consultation process in 1987?

SIR DAVID VILSON:

The response I made to Mr. Welsh was about how we had

been consulting and about our traditional consultation.

Just at the moment and in the immediate aftermath of

racent events, I would not like to throw into the pond yet

another element of uncertainty. I would prefer to wait;

and see how AMBLCO opinion develops and how the opinion of

the political groups develops rather than make any snap

judgements about what process of wider consultation might

or might not be right.
