the supremacy of the Hong Kong courts in legal matters would be an excellent confidence-building matter, so surely the the supremacy of the Hong Kong Legislative Assembly would be a very important confidence-building
measure?
At present, as proposed, the Chief Executive
who, of course, is appointed by the Central People's
Government and is accountable to the Central People's
Government, can dissolve the Legislative Council if there
is a deadlock.
Would it not be better and more reassuring to the
in the circumstances in which
people of Hong Kong if,
there was an irreconciliable deadlock,
it is the
Legislative Assembly that could dissolve the Chief
Executive so that the ultimate accountability was to the
Hong Kong people having elected their Assembly
democratically? Is this not an area in which the
People's Republic might now in the new climate be prepared
tu rethink and perhaps concede a point?
