MR. DENNIS CANAVAN:

On 24 May, the members of the Executive and

Legislative Councils came out with the proposal whereby

100% of the members of the Legislature would be directly

elected by the year 2003 and that was a proposed

acceleration of the democratic process compared with the

original proposals which I think were only two-thirds

directly elected by the year 2003, but of course, all this

was before the army's intervention and the terrible events

over the past ten days or so in Beijing.

Do you think AMELCO will reach a revised consensus

in the light of recent events?

SIR DAVID VILSON :

I do not know the answer to that at the moment,

That was the AMELCO pusition that I referred to as being a

significant political event and we have not yet got to the

stage where even that bas been agreed by all the different

political groups.

I do not know whether people will change their minds

as a result of the more recent events but as people in

Hong Kong look at it, I think they will look not simply at

the speed before 1997 and building up something before

1997 but at making sure that what is built goes on after

1997.
