Those very large demonstrations of people in Hong:

Kong were indeed remarkable events and reflected very deep

concern for what was happening in China. That was the

essence of it. It Was a feeling of empathy with students

That was the key thing.

Kring, but I think it is important to realise that it was

China that was the focus of those demonstrations,

On who do we consult, I think I said to the

Committee last time I was here that wa went through a very

elaborate process of consultation we do on all sorts of

things

but the most elaborate that we have ever

undertaken was in 1987 on the question of constitutional

change, 80 it is not a question of consulting one ог two

people but consulting to the extent we can, the whole

population, everybody who wants to have a view.

At the moment, the views in the community have been

changing and we must now take account of those changing

views.
