TRANSCRIPT D: SELECT COMMITTEE ON HONG KONG

-

12 JUNE 1989

9.

SIR DAVID WILSON (CONTD) ;

It was

a very major achievement earlier on that we

got arrangements by which our Legislative Council would

start before 1997 and go straight through with a technical

change, but the people would be the same. Now that

-

degree of continuity is, I am sure, something of enormous

importance in Hong Kong not to build something which is

going to be pulled down again in 1997, but to build in the

sure knowledge that what we are building goes on.

MR,

MICHAEL WELSH:

Sir David, it appears that the consultations that

have taken place are not in favour of full democracy at

Who are consulted? It is very difficult in

present.

Hong Kong.

As you know, up to 19,

they are not allowed

this is an example

to teach or talk politics in schools

Go therefore it is very hard, and we were told that they

were not politically-minded people but when that happened

in Peking the people of Hong Kong showed they were

politically minded people and did it very good and in a

correct method,

to the people?

60 in your consultations,

do we

ever talk
