It was
a very major achievement earlier on that we
got arrangements by which our Legislative Council would
start before 1997 and go straight through with a technical
change, but the people would be the same. Now that

degree of continuity is, I am sure, something of enormous
importance in Hong Kong not to build something which is
going to be pulled down again in 1997, but to build in the
sure knowledge that what we are building goes on.
