This is an area in which the
Governor makes recommendations to the Home Secretary.
The
Home Secretary obviously considers those carefully, is not
bound to follow them, and I think it is an area where
probably flexibility may well increase.
IR TED ROWLANDS:
59 acceptances does not sound very flexible to me.
MR RENTON:
Well that is why I said flexibility may increase Ir
Rowlands.
KR BOVEN VELLS:
Can I make clear about what the Kinister is telling
us, that the Governor makes recommendations and although
the Government of Britain is not bound to accept those
recommendations, is the Minister saying to us that in fact
the Government normally does accept the Governor's
recommendation and that therefore the numbers that have
resulted in acceptance are the result of accepting the
Governor's recommendations?
