This is an area

where the Governor makes recommendations to the Home

Secretary. The Home Secretary is not bound to listen to or

to follow the Governor's recommendations but obviously he

would consider the Governor's recommendations very

closely.

The criteria followed were as I said earlier and I

do think that these are early days, that it is likely that

the statistics might change, may improve as the months go

on and I suspect from what you say that this is an area

that in your Committee's report you will wish to make

clear reference to Mr Chairman.

MR TEMPLE-MORRIS:

I dare say there will be a certain appeal for a

Christmas spirit. We hope it might enter the field sooner

rather than later. But is there anything that forces you

in the Nationality Act to interpret this so sparingly and

so restrictively. There is nothing, is there, that forces

you to do this?

MR RENTON:

No but of course the section itself is against the

general principle of the Act. It was put in as a specific

discretion or exemption and I do not have anything more to
