The Council considered memorandum XCC(88)40.

The Council ADVISED and the Governor ORDERED :

(a) that, although

the Council

had no objection in principle

to the proposals they should

not be

implemented at this

stage

but

should

be

re-submitted to the Council

for consideration later; and

(b) that if, in the light of

recent

press speculation

questions are asked about the

Council's conclusions,

it

should be said that the

Council received an account

of Mr French's discussions

with regional governments but

that no decisions on policy

were taken.
