The Principal Assistant Secretary for Security
reported on his discussions with regional governments.
Governor said that in referring to the 1979 Agreement,
should be explained that in addition to imposing an
obligation on countries of first asylum, it also imposed an
obligation on other countries to resettle those who had been
accepted as refugees.
