Two other issues will be raised if time allows :

resettlement of boat people in Britain (thirteen thousand

since 1975 - current programme of over twenty a month

further programme under consideration)

aid to Vietnam (no possibility of bilateral aid while the

Vietnamese remain in Cambodia prepared to contribute to a

modest scheme of reintegration assistance channelled through

UNHCR).

Together with South East Asia and Hong Kong Departments, we will be talking to the producers in advance to obtain a more clearly defined idea of the questions they wish to pose. We will then submit our further thoughts on these and the line to take.

No doubt the programme will regurgitate some of the criticism of the last month or so: nevertheless we think it does provide a useful opportunity to put across our policy and the reasons for it. I therefore recommend that the Secretary of State accepts this bid.
