ITV's "This Week" have asked to interview the Secretary of

State. They are putting together a programme on Vietnamese Boat

People and have already completed most of the filming in Hong Kong and Vietnam. The producers are Roger Bolton (of "Death On The Rock"

fame) and Peter Gill (previously Daily Telegraph correspondent in

South East Asia). Gill would conduct the interview. The programme is scheduled to go out on Thursday 15 December: they would like to conduct the interview on Monday 12 December if possible (I believe

diary commitments would allow for this in the morning).

2. The producers would like the Secretary of State on camera for

about five minutes. They have indicated that the key issue for the

interview will be:

involuntary repatriation (response: Hong Kong at saturation

point- new kind of boat people - no realistic chance of

resettlement in the West repatriation and resettlement

monitored by UNHCR had to draw the line somewhere genuine refugees will be treated as such). They are likely to press for assurances that none would be returned without proper guarantees for their safety.
