on 25 August, Sir Crispin Tickell drew (c) to the attention of the five Permanent UNSC Members and told them that he expected instructions to raise Cambodia in due course;

Sino-Soviet talks on Cambodia took place in Peking from 27-31 August. As yet, we have no official account. But there are suggestions that an Afghan style nine months phased withdrawal was seriously discussed and both sides regarded the outcome as positive. (On 25 August, the UNSG told Le Monde that if the Cambodian problem were one day to be resolved, it would be because of a Sino-Soviet agreement.)

Forthcoming attractions include:

Mr Gillmore's bilateral with Deputy Foreign Minister Rogachev in Moscow on 13/14 September which should throw light on (e);

the Asia Working Group meeting in Brussels on 13 September which Mr McLaren will attend;

The Issues

There is little doubt that, in the recent period, the focus of attention has perceptibly shifted away from Vietnam's illegal occupation of Cambodia to the danger posed by a return of the Khmer Rouge. In part this is due to Vietnam, which along with the PRK, made some diplomatic gains at the JIM, in part to Sihanouk's resignation as President of the CGDK and proposal (subsequently retracted) to leave the Cambodian seat at the UN vacant and in part to NGO and Parliamentary/Congressional pressure. It was significant that the Khmer Rouge themselves tabled peace proposals on 18 August which included the objective of ensuring that Democratic Kampuchea (ie the Khmer Rouge) could not return to power alone.
