Recommendation
A: I recommend that the Secretary of State agree to the requests for bilaterals from the Chinese and New Zealand Foreign
Ministers.
B: I submit an outline programme. (FED, HKD and SPD concur).
BACKGROUND AND ARGUMENT

The Secretary of State will visit New York on 6-7 June to deliver the UK speech to the UNSSOD III. He will have time in the morning before the speech to hold bilaterals with the Chinese and New Zealand Foreign Ministers (both of whom have requested meetings). HM Embassy Peking, HKD and FED, strongly recommend that we take this early opportunity of high level contact with Qian Qichen. SPD consider that a meeting with the New Zealand Foreign Minister would provide a further opportunity to continue the process of developing regular ministerial contacts.

4. Sir Crispin Tickell has offered to host an informal dinner on the evening of 6 June. I understand from Private Office that the Secretary of State would prefer a restricted guest list: ie including other members of the Mission and our UK Disarmament
