The JVC Construction Management

In order to ensure that the work carried out by HCCM is subject to adequate surveillance and monitoring by the JVC, the JVC Construction Management has implemented the following:

Detailed instructions are now in place on an interim basis for QC surveillance staff to do 100% check. according to approved construction drawings.

Specific instructions have been issued to the individual staff. Every QC technician is required to complete a daily log for the checke which have been carried out by him and such daily log will be inspected by his supervisor.

The engineers also accompany the technicians in their inspection to give technical advice and explanations.

Additional civil engineers with bilingual ability have been added to strengthen the QC team and to improve communication between the expatriate and PRC technicians.

The Project Management have closely monitored the implementation of the interim MGASUTUS ia the last Ewo weeks during which the reinforcement work in the second layer was carried out. The original and additional reinforcements in the second layer were 100% checked by HOOM and the JVC-CM according to the construction drawings. It is concluded that with such interim measures the quality supervision and checks have been brought up to an acceptable level.

The QA Department conducted a further independent audit and is of the opinion that Che interim QA/QC measures

now sufficiently effective to allow work to resume . The JVC QC surveillance team have been instructed to continue the measure of 100% checke until the HCCM's quality control system is completely installed and effective.

Based on sections 3 to 3 above, the General Management satisfied that the five conditions prerequisite to the resumption of pouring of concrete have been satisfactorily accomplished and therefore in their opinion concreting work in the Unit 1 Raft can be allowed to Traume. In addition as permanent measures are being progressively implemented, they are confident that adequate quality management and controls will be in place within two months which will meet the increasing volume of construction work.

The contractor HCCM notified the JVC on 29.10.1987 their schedule of future concreting operations in the segment 31 (central section) of the second layer of Unit 1 Raft.
