by and large has done good to the provision of GIC facilities at minimal cost to Government?

SLW:

Yes, as far it certainly has. I mean,

there are many cases and the fact is that under this policy modifications have taken place, developments have taken place, the facilities have been provided. But there is always a, along the way there has always been a kind of backlash feeling in the developing world, that the Government is not being equitable in this policy. That has been reflected very strongly along the way ever since the policy was adopted.
