Mr Secretary, you have mentioned that the
21 policy is now being reviewed. Could you tell us what particular
22 aspects of the policy are being reviewed?

I think the whole policy as to whether it
really is appropriate that in these Section 16 cases, developers
should be asked to pay for facilities. Also the possibility of
distinctions such as the difference. There are different kinds of
cases. I don't know whether the members of this Committee have had
the advantage of actually seeing the policy paper on which the whole
of this case is based but there are differences of circumstances.
I mean a lot of Section 16 cases are single lots which are zoned for either GIC or open space in which the developer would not normally be
able to redevelop at all and in those cases, you know, the scale of
the facilities demanded can be quite considerable in relation. It is
rather the case in fact, the kind of case that Mr Ho was speaking of
a moment ago, and these large scale cases which are essentially, sort
